The Uniform Certificate of Authority Application (UCAA) is a uniform process used only for risk-bearing entities to obtain or amend a certificate of authority (license). A risk-bearing entity is an insurance carrier that writes and pays claims on the policies written. The UCAA electronic portal allows insurers to file their certificate of authority applications directly to the state.

A Uniform State is one that has committed to streamlining the application approval process by accepting the UCAA for company admissions. All states are accepting the UCAA and are considered Uniform States.
Registration for the New Expansion application is open. The new expansion application portal will be available Oct. 28, 2024 and the option to create or amend existing expansion applications in the legacy portal will be disabled on Oct. 25, end of day. The usage fee for the expansion application portal is $40. Three training sessions are available and limited to 100 participants. The domestic state is the state in which the insurer was incorporated, organized or used as port of entry (Alien). Domestic applications are comprised of the following application types: Primary, Redomestication, Form A and all Domestic Corporate Amendment types.
The foreign state is the state in which the insurer becomes licensed to write business that is not its domiciliary state. Foreign applications are comprised of the following application types: Expansion and all Foreign Corporate Amendment types.
The biographical affidavit must be be completed for all Officers, Directors or Key Managerial Personnel and submitted for updates or in connection with a UCAA application for licensure.
